Way out of sequence, but here’s the Year-End survey for
1967. The oddest inclusion is the Seekers’ “Georgy Girl,” which only peaked at
number 13, only spent ten weeks on the survey, and yet is ranked the 11th
most popular record of the year. Also surprising is Frankie Valli’s “Can’t Take
My Eyes Off You,” but it at least spent a healthy 14 weeks on the survey.
Surprising omissions: “Snoopy vs. the Red Baron” by the
Royal Guardsmen debuted 12-2-66, was on the survey through 2-3-67, was number
one 12-9 through 1-20, and did not appear on the 1966 Year-End survey, so I had
expected to see it here. Other top-three hits that do not appear:
Hollies—Carrie-Anne (peaked at #2, 14 weeks on survey)
Buffalo Springfield—For What It’s Worth (2, 13)
Spencer Davis Group—Gimme Some Lovin’ (3, 15)
Hollies—On a Carousel (3, 14)
Box Tops—Neon Rainbow (3, 12)
Fifth Estate—Ding Dong the Witch is Dead (3, 11)
Van Morrison—Brown-Eyed Girl (3, 11)
Grass Roots—Let’s Live For Today (3, 10)
Beach Boys—Wild Honey (3, 10)
Blues Magoos—(We Ain’t Got) Nothin’ Yet (3, 9)
Nancy Sinatra—Lightning’s Girl (3, 8)
Nancy Sinatra—Until It’s Time For You to Go (3, 7)
Royal Guardsmen—Snoopy’s Christmas (3, 7)
(Somehow I can't get the columns right for the two-sided hits. Sugar Town and Summer Wine were 5 and 49 in Billboard, All You Need is Love and Baby You're a Rich Man were 1 and 34, and Hello Goodbye and I Am the Walrus were 1 and 56.)

I think whoever did the year-end rankings for 1967 based them on gut feel and didn't look at the actual rankings during the year. As a result, they overlooked a lot of songs like the ones you bring up. I calculated a Top 50 for 1967 based on average rank for the 52 weeks of the year. Songs that were on the Fab 50 in any week have their actual ranking for that week; songs that were not on the Fab 50 in any week get a default ranking of 51. That produces these rankings (with the first number being my new ranking, the second number the ranking per KJR, the third number being the peak position on the Fab 50, and the fourth number being the number of weeks the song was on the Fab 50). And it looks like I will have to put the ranking in a second comment because of character limitations.
